
The Ministry of Internal Affairs authorized the investigation of Mansur Yavaş and his private secretary regarding allegations of irregularities in Ankara Metropolitan Municipality's concert expenses.
The investigation against Ankara Metropolitan Municipality (ABB) due to allegations of corruption due to concerts held in previous years continues.
Within the scope of the investigation into ABB's concert expenses, the Ankara Chief Prosecutor's Office, after issuing the indictment, assessed the charges against ABB Chairman Mansur Yavaş and Private Secretary Nevzat Uzunoğlu as “abuse of duty” and “neglect of audit duty” and requested the Ministry of Interior to authorize the investigation.
It is known that the Ministry has authorized the investigation of Yavaş and Uzunoğlu.
Background of the investigation
According to the deposit report issued by the Civil Inspectorate of the Ministry of Internal Affairs, MASAK examination, Court Accounts examination and expert report within the scope of investigation by the Ankara Chief Prosecutor's Office, it was determined that the authorities lost 154 million 453 thousand 221.60 liras when purchasing 32 concert services at ABB.
As part of the investigation, 14 suspects, including former city officials and company officials, were arrested on September 23 on charges of “abuse of position” and “bid fraud.”
The suspects, who were brought to the Ankara Court after procedures at the police station, were transferred to the criminal justice of the peace after giving statements to the prosecutor conducting the investigation.
While five suspects were arrested by criminal justices of the peace for “embezzlement” and “fraudulent bids for public agencies or entities,” nine suspects were released on conditions of judicial control.
REQUIRES PRISON UP TO 31 YEARS
The investigation was completed and a 59-page indictment was drawn up against 14 defendants, of whom 5 were detained, recommending prison sentences ranging from 7 years and 6 months to 31 years and 6 months for “qualified embezzlement”.
NAME ARRESTED
Among the suspects, HAB, former Head of the Culture and Social Affairs Department of the Mayor of Ankara Metropolitan Municipality, former Deputy Director of the Cultural Activities Branch of the Ankara Municipality, former Deputy Director of the Cultural Activities Branch of the Ankara Municipality, former Deputy Director of the Cultural and Social Affairs Department of the Ankara Municipality, Evren Teknik Grup San Music Foundation. Tic. Ltd. This company is owned by OE and Festiva and Enfest Organizasyon Turizm San. Tic. Ltd. Ltd. One of its partners, S.Ç., was arrested by a judge on charges of “embezzlement” and “tender fraud of public bodies or entities”.
The indictment was accepted by the 34th High Criminal Court of Ankara. The investigation conducted by the Ankara Chief Prosecutor's Office covers 32 concerts held from 2021-2024.
The first hearing of the case will be held on January 6, 2026.
