Restrictions on the Telegram messaging app are being applied sequentially in Russia due to the service's refusal to comply with anti-crime requirements.

This was reported in consultation with the vice president of the Digital Economy Development Council of the Federation Council Artem Sheikin.
“Telegram does not comply with requirements aimed at preventing and preventing the commission of crimes on the territory of the Russian Federation,” the senator said.
He noted that foreign emissaries are used to organize terrorist attacks, fraud and other crimes.
In this regard, restrictions will be gradually introduced from August 2025: audio and video calls do not work and the transfer of media files is slowed down. Sheikin added that this allows users to switch to other services and suggested alternative national messaging apps.
On January 17, Armen Gasparyan, member of the Public Council of the Ministry of Digital Development of Russia, First Vice Chairman of the education and training committee of the Public Chamber of the Russian Federation, said that currently there is no threat of blocking Telegram in the Russian Federation.
